The process of root raking includes a rake, or grapple claw attachment, that is inserted into the ground and drives the dirt forward to pull up tree brush and roots.

Stump removal is just as it implies - we remove the entire stump and roots from the ground.  Stump grinding does not remove the roots.  

If you plan to pour concrete over the area where the tree stump resided, you should remove the stump and the roots with root raking.  If cement is poured over stumps and large roots which eventually decay, it will leave voids underground which will eventually crack the foundation.
